Describe a current social problem. How might this problem be incongruent with social work values/ethics?

There are many social problems in society affecting different vulnerable populations. One involves the LGBTQ community. In social work, “‘values’ usually take the form of general ethical principles relating to how professionals should treat the people they work with and what sorts of actions are regarded as right or wrong (Midgley & Livemore, 2008). The social worker must set aside their personal views, to aid the client. This group is still denied rights and services because of their sexual orientation. The lifestyle choices of the client could be incongruent with the values of the social worker.

How/when has this problem been identified historically, and what were the actions taken to address this concern

The LGBTQ community has experienced tremendous inequality and difficulties throughout history. They have a long history of movements, gay rights organizations, and advocacy groups. According to HISTORY (2018), in 1924, a German immigrant, Henry Gerber, founded the first documented gay rights organization in the United States. Then in 1961, the gay rights movement saw progress when Illinois decriminalized homosexuality. In 1992, Bill Clinton attempted to lift the ban against homosexuals in the military, but was unable to do so. Although, in 1993, Clinton passed the “Don’t Ask, Don’t Tell” policy, allowing for gay men and women to serve in the military as long as they did not disclose their sexual orientation (HISTORY, 2018). In 2011, the “Don’t Ask, Don’t Tell” policy was repealed by President Obama, allowing gay men and women to openly serve without consequence (HISTORY, 2018). In 2016, the U.S. military then lifted the ban on transgender individuals openly serving in the military. Lastly, in 2015, the Supreme Court made same-sex marriage legal throughout the country (HISTORY, 2018). The LGBTQ community has come a long way in terms of equality, but the fight is not over and there are still social problems that exist and need to be advocated for.

Currently, the LGBTQ community and allies are still fighting for equality. The Equality Act was introduced to the House in May of 2017. This Act “amends the Civil Rights Act of 1964 to include sex, sexual orientation, and gender identity among the prohibited categories of discrimination or segregation in places of public accommodation” (H.R. 2282, 2017). An example of why this Act is so important is shown in Masterpiece Cakeshop v. Colorado Civil Rights Commission. In Masterpiece Cakeshop v. Colorado Civil Rights Commission, a cakeshop owner refused to serve a same-sex couple due to his religious beliefs and the Supreme Court ruled in favor of the cakeshop owner based off the idea that the first amendment claims free exercise of religion” (Masterpiece Cakeshop, Ltd. v. Colorado Civil Rights Commission, 2018). Incidents like this one are why we as social workers need to continue to advocate for social justice.

How have the groups affected by this concern changed over time?

LGBTQ individuals are often raised in communities that are either ignorant of or openly hostile toward homosexuality. ”The LGBT community and individuals remain targets for hate violence and backlash throughout the world, the hard work of activists and allies made it possible to reach this era, where the perpetrators of violence, not the victims, are condemned as sick” (Morris, 2018). Homophobia, especially from the pew pit of the church has caused most members of this community to keep their identity hidden from family and friends. “Throughout 150 years of homosexual social movements, leaders and organizers struggled to address the very different concerns and identity issues of gay men, women identifying as lesbians, and others identifying as gender variant” (Morris, 2018).

In the 1950s, the primary organization for gay men as an oppressed cultural minority was the Mattachine Society, founded by Harry Hay and Chuck Rowland. This organization was successful in educating individuals on gay men, but they were unsuccessful in effecting laws and policies that gave them equal rights. This caused most gay men to stay in the shadows to maintain employment. Today, because of the hard work of advocacy for LGBTQ rights and public figures such as Ellen DeGeneres has ushered in a new era for LGBTQ individuals. During the 2014 Winter Olympic Games, President Obama sent a contingent of LGBTQ athletes. Even though it is a slow process many LGBTQ individuals are beginning to feel more powerful of being themselves. “An overwhelming share of America’s lesbian, gay, bisexual and transgender adults (92%) say society has become more accepting of them in the past decade and an equal number expect it to grow even more accepting in the decade ahead” (A Survey of LGBT Americans, 2013).
